It is situated on the north side of Tucson, bordered on the north by River Road, on the west by North Tucson Boulevard, on the east by Alvernon Way, and on the south by 22nd Street. The neighborhood association in the area was formed by Joy O’Brien in 1999 when her neighbor was hit by a car. The association has made positive changes in the urban community. Not only has the organization added speed bumps but it has also instituted an adopt-a-street program. Residents in the program volunteer to clean a chosen street each month.

Demographics suggest that most of the people living in the Dodge-Flower area are single and in their early 30s. Public transportation as well as area shopping, bars, and eateries are in walking distance or a short drive from the community. The Claim Jumper restaurant (part of a chain) is a located within driving distance. The dining spot features soups and salads, burgers, platters, vegetarian fare, and foods for anyone sensitive to gluten.

The area features a variety of small-frame and adobe style homes, some on neatly landscaped lots that sit in the shade of palo verde or ironwood trees. Close to the downtown area of Tucson, residents can take advantage of the numerous museums, theaters, clubs, and cafes that are located in the center of town. The Fox Theater, for example, hosts classic movies and the Rialto Theater provides jazz, rock, and comedy entertainment throughout the year. Superb dining can be found at the Coyote Café & Bistro in the Hotel Arizona and the Cup Café in the historic Hotel Congress. John Dillinger resided in the landmark building until he was apprehended by Tucson law enforcement near the hotel in 1934.
