Present-day Toms River was established by Royal Charter as the Township of Dover in 1768. Dover was incorporated as one of New Jersey’s first 104 townships. Three decades later, in 1798, the Township of Dover was incorporated. During the nineteenth century, the township became a center for various items including shipbuilding, whaling, and lumber production. Portions of the township were taken during the late part of the century and the early twentieth century to form the Jackson, Union, Barnegat, Brick, Manchester, and Berkeley Townships, as well as Island Heights, Lavallette, and Seaside Heights.

In recent decades, Toms River has been recognized for various reasons. In 2006, the city was ranked by Morgan Quitno Press as the 15th safest city in the United States, and ranked 14th the following year. Toms River has been featured on MTV’s Made and three seasons of Jersey Shore, HBO’s Boardwalk Empire and the original The Amityville Horror movie. Toms River also has the second-largest Halloween parade in the world.

Cheerleaders in the city have won their fair share as well. In 1993, the Toms River Little Indian Midget Cheer squad won the city’s first National Championship title. It wasn’t until the next century that another national title would be won. In 2001, 2002, and 2003 the Toms River Angels brought home national titles – the second three-peat in the U.S. In 2005 The Toms River Little Indians won two more national titles, while the Toms River Raiders won one as well. In 2006, two more national titles were won by the Toms River Angels Midget Large Advanced Cheer Squad and the Toms River Little Indians Midget Small Intermediate Cheer Squad. In 2007 the Toms River Angels added another title to their list and the Indians added two more.
