Foster – Powell Neighborhood

The Foster/Powell Neighborhood in Portland, Oregon is generally considered to be the area bordered on the north by the South Tabor Neighborhood, on the south by the Mount Scott Neighborhood, on the east by the Lents Neighborhood, and on the west by the Creston-Kenilworth Neighborhood. Its roadway boundaries are SE Foster Road, SE Powell Boulevard, and SE 82nd Avenue. Powell Boulevard is an extension of US Highway 26, stretching from the Oregon coast, up and over Mt. Hood, and all the way to Nebraska.

The Foster/Powell Neighborhood is very pedestrian-friendly with lots of sidewalks. In the early 1900s, Foster was Portland’s widest street, with 17-foot-wide sidewalks that were modeled after Parisian boulevards. It is also eco-friendly, being serviced by the Tri-Met transportation system, which includes extensive bus lines and a light rail train system known as MAX.

The centerpiece of the Foster/Powell Neighborhood is the Mount Scott Community Center and Pool. The young, middle-aged, and elderly all gather here to enjoy the swimming pool, basketball court, gymnasium, fitness room, weight room, party room, and meeting rooms.

In Portland’s early days, SE Foster Boulevard was a dusty trail used by farmers to haul their crops downtown. In the 1890s, Portland’s original electric streetcar line was constructed to run right through the middle of the Foster/Powell Neighborhood. These electric streetcars resembled San Francisco’s cable cars and only cost 5 cents to ride. Earlier in their history, the streetcars were pulled by horses or mules.

Many residents of the Foster/Powell neighborhood are fortunate to have a clear view of majestic Mount Hood to the east and the extinct volcano Mount Tabor to the north.
