The community is bounded by West 5th Street on the north, South Waterman Avenue on the east, West Rialto Avenue on the south, and the 215 Interstate Freeway on the west. The community of Carousel is comprised of housing, as well as a variety of commercial establishments that are sprinkled throughout the neighborhood. Of the many appealing aspects of Carousel is Meadowbrook Recreation Park, which lies in the southeast quadrant of the neighborhood. The Seccombe Lake State Recreation Area features Seccombe Lake, which contains trout for fishing. The Municipal Baseball Park is located just outside of the community to the southwest. It features the San Bernardino Stadium and a professional-style baseball field.
